City Council Committees

Standing Committees

The working business of the City Council is divided into three standing committees – the Public Works Committee, the Public Services and Safety Committee, and the Administration Committee. Each committee is made up of four Councilmembers. Each year, each committee elects one of its four members as Chairperson of the committee. Each committee is also supported by City administrative staff as directed by the City Manager. Committee members are appointed by the Mayor and approved by the City Council. The Mayor is also an ex-officio member of all the standing committees.

Public Works Committee

The Public Works Committee is involved with issues related to planning and development, zoning, engineering, public works, streets, thoroughfares, infrastructure, buildings and grounds, parks and recreation, and pertinent matters thereto. The Public Works Committee also studies, assesses, and analyzes the needs and requirements for operation of the City by:

Making reviews and recommendations regarding the Planning and Development Department and its efforts to make the City more attractive to businesses and promoting the development of industry and commerce; as well as the City’s residential components.
Working in conjunction with the Dayton Development Coalition, the Chamber of Commerce, and other relevant entities.
Reviewing zoning codes, comprehensive development plans, pending zoning cases or issues, and any recommendations from the Planning Commission.
Making reviews and recommendations regarding the Engineering Division, Public Works Division, capital improvement projects, buildings and grounds, parks and recreation, and related matters.

Public Services and Safety Committee:

The Public Services and Safety Committee is involved with issues pertaining to the public safety and emergency preparedness of the City and other pertinent matters. The Public Services and Safety Committee also studies, assesses, and analyzes the needs and requirements for operation of the City by:

Making reviews and recommendations regarding the Public Safety Department (except the IT Division, the Public Works Division, and the Building and Grounds Division), the Fire Division, and the Police Division, including long-range planning for facilities, equipment and personnel.
Making reviews and recommendations regarding public health emergencies, disaster and emergency preparedness, and related matters.
Making reviews and recommendations regarding the general offense code, including, but not limited to, animal nuisance issues.

Administration Committee

The Administration Committee is involved with issues affecting the administration of the City including the Administrative Code and other pertinent matters. The Administration Committee also studies, assesses, and analyzes the needs and requirements for operation of the City by:

Making reviews and recommendations regarding budgets, appropriations, contracts, and purchases.
Making review of all pertinent regulations as required by the City Charter.
Acting as a liaison with all City boards and commissions, keeping memberships current through interviews and appointments, and other operational functioning.
Making reviews and recommendations regarding the Human Resources Department, the IT Division, and related matters.

Special Committees

The Mayor may appoint temporary special committees, with the approval of Council, as may be appropriate to gather information, conduct surveys, make findings and recommendations on proposed legislation, or perform other specified tasks. The work of the special committees is confined to specific assignments and these committees have only the authority granted to them by the City Council. These special committees are temporary and terminate upon presentation of their final reports to the City Council. All special committees appointed by the Mayor are advisory in nature only. The Mayor is also an ex-officio member of all special committees.

Outside Committees

Some Councilmembers are also selected to serve as individual representatives of the City Council on outside committees or organizations.
